2007 Tulsa Budget

For how long have we heard the City of Tulsa is broke.  They'll have problems meeting this year's budget.  There is no money.

Then, in almost miraculous fashion, next year's budget proposal is $37 million more then this year, nearly a 7% increase.

Who are we supposed to believe?
