Coast Guard Exercise?

I heard from a friend today that the USGS is planning a demonstration of navigating on the Arkansas River here in Tulsa. They intend to prove that they can "jump" the low water dam and negotiate the river up to Tulsa.

Anyone know for sure? Would have some interesting repercussions as the river may be deemed "navigable" and thus under their purview.
