What is a "Tulsa arrangement"?

I was just watching one of those judge judy/courtroom type shows and a single guy on there that was being sued said he had a "Tulsa arrangement" with a woman. I hate to ask what that means because I think I already know, but has anyone heard this (rather derogatory) term before?
I assume the show was filmed in CA so maybe this is a saying the locals use???
