New Yard Care Culture in Tulsa County?

What is the deal with the culture taking hold in middle class neighborhoods where people blow their grass into the street after mowing?

Do it upstream/upwind from me and get it back in your yard when I sweep up my grass from mowing. If it continues after that, you don't have to worry about having grass to mow.

It is rampant in Jenks, Broken Arrow, Owasso, Bixby, Midtown Tulsa....
