In the State of the Union Address, Bush will announce that he is ready to sign "Kyoto"-type emissions caps.

He was using it politically for a long time, telling his base that it didn't exist, while turning around and saying the opposite in other arenas.  Even with television, it seemed to work for a while.

What a hoot...

Scale is the issue. The US has already conserved more energy and curbed more pollution than the EU, and without Kyoto, which the US would never sign.

The new discussion is around 'post-Kyoto' agreements which are seen as a means to correct Kyoto into something which may be agreed upon.

Don't count on it being anything close to similar.

But, I do suspect Bush will pour it on for alternate energy since Congress is going that way anyway. Alt energy could use some of the tax breaks now given to big oil, and that will happen.

By next year, the US will be both the largest alternate energy producer and the most active.

It's going to happen regardless of anything else, however.

I wonder if Bush will mention he wants the military and CIA to have the authority to review Americans' financial records in "our" fight against terrorism.
