According to one guy on the history channel, this phrase was coined when talking about people trying to get stuff done before the coast guard ship, "USS Rush" showed up.

I can't find anything really to confirm or deny it, but it sounds fishy to me...

Thoughts?

I hoped it referred to Rush Limbaugh.
