Cities up North will do river development?

I fail to see on the news where those cities North are planning on developing waterfront recreation and businesses.

Is it because they realize that any low water dams or obstruction placed in the river causes the water level to increase?

Is it possible to out guess nature on where the rains will fall?

I was addressing those growing cities North in Oklahoma under water where Tulsa citizens are moving.

But that is typical for Tulsans that cannot look at their own threshold
