Size isn't the problem.  To people in suburban Tulsa, Big Splash and Bell's always had the reputation of being unsafe.  The fairgrounds in general has bad P.R.  To people in the suburbs, as well as many midtowners I know, all fairground activities, except maybe Driller's games, are dirty, low-class, and shoddy.  Without a significant investment in remodeling and new management, Big Splash will likely be the next Bell's.
