Earmark will help Tulsa's air

The U.S. House has advanced a measure that would free $1.8 million to help Tulsa improve its air quality by updating traffic signals and reducing congestion.

It will likely mean the city will get coordinated signals at multiple, sequential intersections, replacing outdated lights.

So, we'll all be able to breathe easier and get home faster.

Credit goes to U.S. Sen. Jim Inhofe, R-Okla., who shepherded the measure through Congress.

The action comes as an American Lung Association report gives Tulsa a failing grade for ozone pollution.

Ground-level ozone is dangerous for the young, the old and the sick. Tulsa has struggled with the pollutant for years, and vehicle fumes are a primary culprit.

Inhofe has been an advocate for the city in this struggle, working to make sure the federal government's air standards are fair and to get the city the resources to deal with the challenge.

Now, some demagogues want you to believe that Inhofe's sort of constituent-oriented efforts -- Earmark! Egad! -- are the ruin of our nation.

Whenever there's a bill that specifies how money should be spent in this fashion they squawk that Congress isn't doing it's job.

Wrong. In fact, they couldn't be more wrong.

The United States has a fiscal problem, and it needs to be dealt with, but the solution isn't to be found in eliminating earmarks. Do away with every earmark passed by Congress this year, and you wouldn't put a significant dent in the federal budget deficit.

You also would deprive communities of important funding for key projects, like cleaning Tulsa's air.





I certainly am having several issues with Senaturd Malarkey after reading today's news. Interesting timing by Malarkey in light of this expose:

The American Lung Association's grading hits harder than evaluations by the EPA.


As report card grades go, Tulsa County got the worst possible evaluation -- an "F" -- on Thursday for its air quality from the American Lung Association.

But by Environmental Protection Agency standards, the metro area is in compliance with its ozone and particle pollution guidelines, said Nancy Graham, air quality supervisor for the Indian Nations Council of Governments.

Still, dirty air is undesirable according to any standard.

"I think that it shows that we have some work ahead of us to clean up our air," she said.

The American Lung Association study gave both Tulsa and Oklahoma counties an "F" for unacceptable ozone levels in the air.

However, neither Tulsa nor Oklahoma City were among the top 25 worst smog-polluted cities.

Cleveland and Pittsburg counties in Oklahoma received "A" grades for ozone pollution.

Ozone in the upper atmosphere is a protective layer around the Earth. But at ground level, fossil-fuel emissions react with sunlight to create a harmful air pollutant.

"It's concerning, because childhood asthma continues to increase," Graham said.

According to the latest data from the U.S. Centers for Disease Control, Oklahoma has the third-highest percentage of children with asthma in the nation.

The American Lung Association study comes just as Tulsa's ozone alert system is about to get rolling.

High-ozone days typically occur on hot, cloudless days between May and September.

The alert system has been successful in reducing emissions, Graham said.

"It continues to be a strong and well-understood voluntary program," she said.

Tulsa County also received a "C" grade for its particle pollution, which refers to fine solid and liquid particles from smoke, haze, soot or dust. Graham said increased awareness about this type of pollution is spreading throughout the Tulsa area.

"We have focused on ozone in Tulsa because it has been the predominant pollutant," she said.

Oklahoma County received a grade of "A" for particle pollution.

Graham noted that the American Lung Association uses stricter criteria than the EPA, which regulates the nation's air quality.

The EPA takes a three-year average of ozone levels and, if they are too high, the city is placed on the Dirty Air list.

Tulsa has not been on the federal Dirty Air list since 1990.

"But it's a struggle. We have been fighting this a long time," Graham said. "There have been plenty of years our numbers have barely met the standard."

Five ozone monitors in the area measure the amount of ozone emissions floating around in the Tulsa metropolitan area, she said.

Since 1996, Tulsa's ozone emissions levels have dropped significantly because of changes the community has made, Graham said.

Many towns in the Tulsa area have purchased clean-fuel vehicles; refineries have switched to reduced vapor gasoline; and people are more cognizant of changes that can improve air quality, she said.

In the Tulsa metro area, gasoline suppliers voluntarily offer a special gasoline blend each year from June 1 to Sept. 15. The special blend gasoline, which is different than reformulated gasoline, is designed to burn cleaner and produce fewer emissions.

"Overall, things are getting cleaner as people get wiser," Graham said.

On March 12, the EPA tightened its air quality regulations further, which may lead to Tulsa's placement on the Dirty Air list as early as March 2010, she said.

Once placed on the list, the federal government imposes expensive measures on cities to reduce pollution, such as adding high-occupancy vehicle lanes to area freeways like Texas did or reformulating gasoline like California has done, Graham said.

If the community can aggressively work to keep the air cleaner, Tulsa might avoid that list, she said.

Inhofe Quietly Withdraws Support From 21st Century GI Bill»
On Tuesday, around 100 veterans and a dozen congressmen gathered on Capitol Hill to rally in support of Sen. Jim Webb's (D-VA) 21st Century G.I. Bill, which boasts the bipartisan support of 56 cosponsors.

In seeking the support of Sen. John McCain (R-AZ) — whom Webb said "needs to get on the bill" in order to secure more Republican support — Webb told McCain "several times that this is not a political issue." Sen. Chuck Hagel (R-NE) pointed to the bill's bipartisan support: "[P]eople like John Warner and James Inhofe are on it."

According to the Congressional record, however, Inhofe (R-OK) quietly removed his name from the list of cosponsors on Tuesday — the same day as the Capitol Hill rally:




After months of stalling, McCain introduced his own competing bill last week, in an apparent attempt to peel off conservatives supporters from Webb's bill. McCain suggested Webb's staff "has not been eager to negotiate," to which Webb retorted, "He's so full of it. I have personally talked to John three times."

Unlike Webb's bill, McCain's proposal pegs benefits to the length of time served in active duty, reserving the most generous benefits to older soldiers who signed up before 9/11. He purports to be concerned over military reenlistment, an argument fueled this week when Secretary of Defense Robert Gates asserted on Tuesday that "our first objective is to strengthen the All-Volunteer Force." He warned that "serious retention issues could arise" under a too-generous GI bill.

Of course, as the Boston Globe pointed out, the "promise of an education in return for serving the country is one of the most frequently cited reasons that young men and women join the military." What's more, keeping Americans in the military by denying them better options is simply morally bankrupt, as VoteVets Chairman Jon Soltz and Gen. Wesley Clark wrote recently:

t is morally reprehensible to fix the system so that civilian life is unappealing to service members, in an attempt to force them to re-up. Education assistance is not a handout, it is a sacred promise that we have made for generations in return for service.

WASHINGTON — While others criticized the Bush administration's inaction on greenhouse gases, U.S. Sen. Jim Inhofe warned Friday that it has put in place a scenario that will bankrupt the U.S. economy.

A key player in the years-long debate over climate change, the Oklahoma Republican agreed that using the Clean Air Act to put new regulations in place would be an unprecedented expansion of the Environmental Protection Agency's authority that would impact every household.

"Obviously the concept of regulating carbon dioxide under the Clean Air Act is flawed and the act must be amended by Congress," Inhofe said.

"Today's notice should concern all lawmakers; no one should want the EPA to exercise the kind of power and authority that the career staff at EPA contemplates."

Last month, he said, the Senate rejected a "cap-and-trade" proposal that would allow companies to buy or sell allowances depending on their level of pollution.

"It is ironic that the EPA has proposed an even more economically destructive scheme this close to that bill's demise," Inhofe said.

"If Congress does not act, then the resulting regulations could be the largest regulatory intrusion into Americans' personal lives, a nightmare scenario.

"Big Brother is alive and well in the career ranks at the EPA."

Inhofe's strong comments came after the administration's decision that it would not regulate greenhouse gases despite a Supreme Court ruling that the government was authorized to do so under the Clean Air Act.

What specifically drew Inhofe's concern was the EPA's Advance Notice of Proposed Rulemaking soliciting public input.

Key Democrats also criticized the administration but for not moving forward with a plan.

"The Bush administration decision today to effectively reject regulation of global warming pollution under the Clean Air Act creates a clear and present danger to the American people," Sen. Barbara Boxer, D-Calif., said.

"Despite the Supreme Court's finding that EPA was ducking its responsibility under the law to control global warming emissions, the Bush administration continues to block all action."

Boxer is chairman of the Senate Committee on Environment and Public Works, and Inhofe serves as that panel's top Republican. "

Man made global warming is bunk. It's a scam designed to allow for more government intrusion and control. We can't forecast the weather accurately more than 5 days out and I don't know about you, but it seems to me the forecasters still get it wrong a lot.

The computer models used to prove man made global warming use a lot of hypothetical information, plugged in to make up for information we don't have. Yet another scam. They can be tweaked to have pretty much any desired outcome. We all know the desired outcome.

Climate change is real. In fact it happens all the time. We can't stop it. The only way to avoid climate change would be to control the sun. I don't see that happening. By the way, water is by far the greatest greenhouse gas. Maybe we should ban it as well.

It's amazing to me that the global average temperature has been dropping for the last decade and yet this cr@p is still taken seriously. Maybe we should switch back to the Global Cooling hysteria of the 70's.

Man made global warming has even been blamed for Hurricane Katrina. Since Katrina, Global Warming Chicken Littles have been giving dire warnings that hurricane seasons will be getting worse. They say this at the start of each season and when it doesn't happen, their remarks are quietly ignored.

Guess what? They will spout this jargon at the beginning of each hurricane season until we have an above average season. Do you think that prediction will be quietly ignored? I have a bridge to sell you if you do.

I'm a strong supporter of pollution control. We need to keep our air breathable and our water drinkable. Here in America, we're doing a pretty good job. I remember what it was like to set in a traffic jam in the 70's. Talk about a choke out. We've come a long way and we are continuing to improve.

The only reason I see for pollution control is for man not to poison the environment we live in. We've done a good enough job and will continue to improve without further government intrusion and regulation. ANY solution that in any way harms our economic engine should be kept off the table, at the point of a gun, if necessary.

"Inhofe says patriotism question will sink Obama

ST. PAUL, Minn. — U.S. Sen. Jim Inhofe predicted voters' uncertainty over whether Barack Obama really loves his country will help Republicans win the White House again in November.

A spokeswoman for the Democratic nominee said Obama will not let anyone question his love of his country, adding that Americans have grown tired of cynical partisan politics such as challenging an opponent's patriotism.

Inhofe made his comments at a breakfast for the state party's delegation earlier this week at the Republican National Convention.

"I have no doubt in my mind that we are going to win this election, the presidency and vice presidency," the Oklahoma Republican said.

Inhofe recalled Obama's recent trip overseas.

"He had nothing but positive media all the time, and then he goes into their convention and comes out of the convention without a lead,'' he said.

"That's unheard of."

Regardless of what polls show, Inhofe said, voters will have to ask themselves a question once they get behind the curtain in the voting booth on Election Day.

"Do you really want to have a guy as commander in chief of this country when you can question whether or not he really loves his country?" he asked.

"That's the big question.''

Shannon Gilson, spokeswoman for Obama, said Friday that he has a plan to strengthen the economy and offer immediate relief to working families, while Republican nominee John McCain and his Washington friends such as Inhofe are offering four more years of President Bush's failed economic policies.

"Sen. Obama won't let anyone question his love of this country,'' Gilson said.

"Challenging your opponent's patriotism to win an election is the type of cynical partisan politics Americans are tired of — and won't bring the change we need in Washington,'' Gilson said.

After he was asked for an explanation on why voters should question Obama's love for his country, Inhofe issued a written statement on Friday to clarify his earlier comments.

"Let me be clear,'' he said.

"I am not questioning Sen. Obama's patriotism, but you have to question why at times he seems so obviously opposed to public displays of patriotism and national pride, like wearing an American flag lapel pin.''

Inhofe said Americans can show pride in their country in different ways but suggested all should be straightforward. "
