The agenda includes "Endorsement of proposed Fee-In-Lieu Sidewalk Ordinance."  From reading the proposed ordinance, it looks like a good idea.  If there's a valid reason NOT to build a sidewalk at the time of development, the developer will pay a fee equal to the cost of building the sidewalk to the city.  The city can hold that money or use it to build/repair other sidewalks as it sees fit.  Then, when there is no longer anything prohibiting the sidewalk from being built, the city will install it.

The only downside I can see is that the city might spend the sidewalk money at a different site, and then not have the funds to build the original sidewalk.  Also, the cost of constrction and materials will likely go up after the fee is accessed; so the fee won't really cover the entire cost to construct the sidewalk in the future.  These are the only two issues I can see with the ordinance.  If anyone has better information or more knowledge on the topic, I think it would be interesting to hear more.
