This is the first time I have heard anything about this and I am pretty good at keeping up with science news. Watch the video of the finger that was regrown. (kinda gross lol, but amazing if its real).

that guy's "pixie dust" may be bull****...
his wound was not all that impressive...

i've, personally (or maybe just once on TV) seen a pinkie that was severed (completely, just after the last knuckle) in a 2 month old regrow- nailbed and all... like a damned starfish...

maybe we'll figure it all out someday...

I was JUST watching the video...trying to find out where I can buy my pixie dust.   [:D]

There was an article in this last science illustrated (okay, now I sound like a total geek) about this type of thing.  It's actually common for kids to regrow the ends of their fingers.  The article stated that it is, more or less, in our genetic coding, just been turned off.  Our system opted for the seal and protect method of dealing with wounds to keep them from getting infected.  Perhaps someday we will get there.
