Saturday nights on Memorial

I was driving home late on Saturday night and there were a few young people parked around 41st and Memorial and standing next to the road by a stoplight.  One guy was holding about 50 chains of Mardi Gras beads.

Does anyone know what he likely planned to do with them?  Was he really going to ask girls to flash for beads right there on Memorial?
