No, not really.  Someone thought their boss would think it was a good idea.  Their boss thought that guy knew more than he did, or that everyone else was doing it, or whatever and stamped it on.

Boss could be the director, a development head, a counselor or a mayor.  Someone probably thought someone else would think it was a good idea.  But the Emperor had no clothes.  No way someone thought requiring Staples at 27th and Harvard to bulldoze a house to a lot behind their building was a good idea.  I've never seen s single car there.  No one is that stupid.

You're probably right about most of that, but the Staples has the same problem the Office Depot at 15th & Lewis has. They have to have room for large container trucks bringing product in every day. Those backdoor lots are actually for the trucks to unload and turn around in. I agree, thats a terrible waste of space but thats the reason anyway.

I think the Cherry Street Ridge fits in just fine.

Staples on Harvard has a side loading dock. As seen here:
http://maps.google.com/maps?source=ig&hl=en&q=27th+St.+and+Harvard,+Tulsa&ie=UTF8&split=0&gl=us&ei=cFz4SZ76IqLQMsLw1ccP&ll=36.12427,-95.940235&spn=0.011751,0.019312&z=16&layer=c&cbll=36.124185,-95.940243&panoid=2yFFqpjrUgRdrnMPles0oQ&cbp=12,94.59685688266387,,1,0.5499999999999988

There is literally nothing in the back but a dumpster.  (google maps fails me, they didn't do 27th Place).  But I take your point on many properties.  But that might be a case of "we have to have the space anyway, may as well make easy loading for the trucks."

Glad to see new development..however the unfortunate  part about it is that chains are going in and the small mom and pop's  are not..Cherry St has a  great funkiness to it - however it will not be an organic feeling with these chains..think of Cherokee St in St Louis..glad to see new business supporting the area but at what cost..turn into a mini 41st or 71st..what with Qdoba, Panera, Subway etc just wondering when the cool Tulsa places will get shoved out i.e Jazzmos and Palace.
