Banner question

I am having trouble wrapping my head around the city codes regarding signs. In my case I am wanting to put up a vinyl banner, roughly 4ft x 6ft in front of a church building for about 2 weeks. I know churches do it all the time but I am trying to make sure I'm legal about it. The setbacks, dimension requirements, etc. are fine. My problem is that banners per se are barely mentioned in the code and when you look at things like the sign application, despite asking for WAY TOO MUCH detail, wants to know who your licensed and bonded sign contractor is.

Anyone have any suggestions?

Used to be you could move to the suburbs to escape that bureaucratic nonsense.  Probably have to move even farther out to an unincorporated area now.

An idea just popped in my head.  What if you had homeless people holding your banner?  That would not be a fixed sign then and would possibly circumvent any sign ordinances.  Seems to work for the slimes down at the carpenter hall.

Nah, then it would be a parade and you'd have to apply for a permit.
