Fencing off the fairgrounds

I saw crews erecting iron fence along the 21st street portion of Expo Square in front of the Golden Driller.  I believe with that section the fairgrounds will soon be completely enclosed.

Aren't they supposed to build some kind of new plaza around the driller?

The EXPO Main entrance/plaza mods are scheduled to re-bid in December of this year, was originally intended to award just as Covid was upon us and was delayed.
