There's still plenty of money to be made.  In fact there's more money to be made than ever.  So the oil industry is cyclical.  So is technology.  Is San Jose giving up on technology?  You plan for the cycles.

I don't disagree at all. But I believe that you'll find a lot of people here who were burned back then and don't want to risk it again.

As a mineral owner, how do you get burned?  You sit around, let the operator and working interest owners take the risk, spend the money and when/if wells are made, the city gets a check.  Just like anything, if the economy changes, so does revenue sources.  I doubt I would want the police department funded of royalties, but as a supplement current revenues for the government, I say go for it.

If it takes a long time to get these operations underway, then it makes sense to start NOW, rather than say "why start now it takes sooo looonng".

So long as whatever they are talking about isn't going to screw up the air, water, or cause our houses to collapse into the ground.
