let's say that a sub division bordering two towns is fed up with the service they get from the town they are in, can they deannex and annex into the neighboring town?

It's been known to happen. The developers of Battle Creek wanted the entire development to be in Broken Arrow, so they persuaded Tulsa to deannex about 200 acres east of 145th East Ave between 41st & 51st.

In general, as I understand it, the residence of that area really have no right.  The bigger city essentially controls the issue.  The idea being that once annexed all the residents of the city have an interest in the notion and not just those wishing to leave.

Though around here I'm sure one powerful developer could get the job done in a hurry if he knew the right people.  Even when we pay attention it's hard to figure out what's really going on often times.  If the outlying areas bolted maybe Tulsa could concentrate on being a city again and/or motivate our government to improve.
