Because the building's name/sponsor has to do with the building, not the sports team.

So how does a buildings name/sponsor change fall under "development / new-business"
new name != new business...  it's still an 8 year old building sponsored by a business that's not new..
If the Ford center were closing or being raised (as the title implies)... that would definitely be an un-development.

It is still undergoing remodel is it not? Isn't the money from sponsorship being sent on the building?

The Ford Center (or whatever it ends up being called) renovations and expansion are being paid for by a MAPS-like penny sales tax. Not by the sponsorship money, bonds or anything else. When the MAPS for Kids tax ended, the penny sales tax was voted to continue to bring the "Ford" Center up to NBA standards. It is being paid for by the citizens of Oklahoma City as is the $770 million MAPS 3 projects.
