Trash To Energy Plant

It would be nice to have more environmentally-friendly options than just having someone I don't choose dump the trash where they want based solely on price.  I would pay more for a better option, and I bet others would too.  Why can't the city just set greener standards for trash dumping and then see which dump fits the bill?
