okay, a thought I was batting around in my head.  Why not pass an ordinance where we can charge "hot spot" establisments like this an "excessive use" fee for having a high rate of response calls?  This would help defray the costs of having extra patrols to deal with the higher rate of crimes at these establishments.  This would mean that to avoid the costs the establishments would have to do something about it's clientale, or pass the cost off to those that are creating the problem.

Do you think that maybe people don't talk to the cops at the scene because they're waiting for Crime Stoppers to offer a reward for information? Intelligent well thought out response!  Think I saw this same thing scrawled on a latrine wall at a pub crawl.

I think they don't talk to cops because they don't want to end up like the guy laying face down in the parking lot. Witnesses are being killed, assumed witnesses are being killed in some of these cases. Sucks to live over there, especially at that time of night.

Tulsa - Tulsa police have named a suspect in the killing of a man outside a north side restaurant.

Officers are looking for 23-year-old Samien Feals. They say he may have been involved in the shooting at  Chicken Hut near Apache and N. Rockford Sunday morning.

Officers said more than 100 people were standing outside the restaurant around 3:30 a.m.  In the crowd, a man had been singled out and shot.

The victim, 27-year old Valentino Varner, died later at the hospital. 8 Talkback:


Feals is described as a black male, with medium complexion and curly hair. Police said he may have left the scene in a black Chevrolet Caprice. Witnesses said it had a "For Sale" sign in the window

If you have information about this incident, call Crimestoppers at 596-COPS. You can remain anonymous, and a reward is given for information that leads to an arrest.

Having done contract work for citizens of the north city in the past when it was so dark one could not see a person unless they were smiling, these are the people of the night who gather after darkness.   They are of the generations of those who were involved in the burnout in 21.  The south city is dragging their feet on the settlement of the black officers suit.  It is creating a group of restless teens and very young adults in a failure to recognize them even after their attempts to seek justification for the destruction of their heritage.  Drugs are available there the same as they are available in all the Tulsa schools but indicating that the gathering of this lost generation is just as erroneous as saying the school gather the children to dispense drugs.  

The problem is not a simple one but its conclusion may have far reaching effects.  The accumulation of events such as expanding the present one in order to further divide the city will require the acceptance of this lost generation as they struggle for their existence.  We have taught them the disrespect of life by making fun of them in phrases such as included in the title of this form. Patience should prevail in the instance matter as their number are growing faster than ours.

There's that, and also, perhaps some of these people at the scene are just plain uncooperative to begin with.
