Owasso 4 Hotels, 1100 Lots, 500,000 sqft of Retail

COMMERCIAL DEVELOPMENT – There has been significant activity recently in both commercial and residential development.  Most notable is the development of Hotel/Motel facilities.  Four hotel developments are currently in the development process with expectations that a total of 405 new rooms may be available in Owasso within the next twelve months.  The staff has confirmed that three of these developments have "closed" on the purchase of property with the fourth development scheduled to close on August 15, 2006.  All four of the hotels are currently in the required City development process which includes annexation, platting, and site plan approval.  Hampton Inn at Smith Farm and Marriott Town Place Hotel at Tyann Plaza have submitted a site plan design for review at the August meeting of the Planning Commission. Sheraton Hotel located north of First Baptist Church has received approval of their site plan.   Candlewood Suites located north of Tulsa Teachers Credit Union is currently in site plan design with submittal expected in September 2006.  After site plan approval, all building and infrastructure plans must be submitted for review and approval by the Community Development and Public Works Departments.  These reviews should be completed within a thirty day period from the date of submittal.  Building plans will be reviewed generally within a two week period.  Thus, it is anticipated that three of the four hotels could have final approval and be eligible to start construction during the month of October 2006 with the fourth under construction by November 2006.  Timing depends on architect and engineer's submittal and the need for re-review of individual plans.  

Given the type and size of these planned facilities, the following economic impact can be projected:

   Total estimated number of new rooms   405

   Total estimated square feet      260,000

   Total estimated investment      $40,500,000

   Total estimated employees      90

   Total annual estimated payroll      $2,100,000

   Total annual estimated Hotel/Motel Tax   $170,000


Please note, that all of the above estimates are based on current projections and industry standards.  The exact numbers will depend on the final design and size of each facility, as well as decisions relating to marketing focus and amenities included in each of the facilities.

RETAIL DEVELOPMENT - Potential new commercial development includes two significant retail developments with a combined 500,000 square feet of shopping space.  It should be noted, that both developments appear to be on track for probable 2006-2007 construction and both will add retail opportunities heretofore unavailable in Owasso.

RESIDENTIAL DEVELOPMENT - There are seven subdivisions representing approximately 1,100 lots in the review process.  Five of the seven will contain "move-up" housing and all should be in a position to have lots on the market between November 2006 and May 2007.  These subdivisions include: Camelot Estates with 139 lots, Crescent Ridge with 101 lots, Champions East and West with 114 lots, Keys Landing with 139 lots, Estates at Bailey Ranch with an estimated 236 lots, Lake Valley II with 170 lots, and Lake Valley III with an estimated 170 lots.  All of these subdivisions have submitted at least preliminary plats; three are now under construction and two have received an "earth-change" permit.  Construction plans for utilities and streets for all seven have been submitted.  Three have been approved and four have been reviewed and returned to the engineer for correction.

When viewed on a comprehensive basis, it appears that Owasso remains the strongest contender for attracting investment in the suburban Tulsa communities.  The City is completing a twelve million dollar water system upgrade, beginning the initiation of a seven million dollar wastewater improvement project, continuation of major street projects (E. 86th Street North this year and N. 129th E Avenue next year), completion of the hospital projects (with significant economic impact) and now large new hotel and retail investment.  As our community grows and learns from our experiences, the City will be better positioned to face that growth and maintain both a great economic environment that attracts investment and a great quality of life environment that attracts and keeps new citizens.

4.   Preliminary Plat, Keys Landing – A request to review and approve a preliminary plat proposing 139 residential lots, on approximately 39 acres located on the west side of North 129th East Avenue, ½ mile north of East 66th Street North, and immediately south of the Baptist Retirement Village.
5.   Preliminary Plat, Tyann Plaza VII – A request to review and approve a preliminary plat proposing two commercial lots on nine acres located east of the Owasso Expressway, just south of the Tyann Plaza shopping center.

6.   Preliminary Plat, Tyann Plaza IX – A request to review and approve a preliminary plat proposing six commercial lots on 14 acres located east of the Owasso Expressway, just south of Tyann Plaza VII and the Tyann Plaza shopping center.
7.   Final Plat, Tyann Plaza V – A request to review and approve a final plat proposing three commercial lots on 22 acres located east of the Owasso Expressway, south of East 96th Street North, and north of the Tyann Plaza shopping center.
8.   Final Plat, Tyann Plaza VIII – A request to review and approve a final plat proposing one commercial lot on two acres located east of the Owasso Expressway, just south of Tyann Plaza VII and the Tyann Plaza shopping center.
9.   Final Plat, Crescent Ridge – A request to review and approve a final plat proposing 101 residential lots on 30 acres located on the east side of North Garnett Road, just north of the Country Estates V addition.
10.   Final Plat, Camelot Estates – A request to review and approve a final plat proposing 139 residential lots on 49 acres, located on the east side of North 145th East Avenue, ¼ mile south of East 96th Street North, just north of the Village of Silver Creek addition.
11.   Final Plat, Champion East – A request to review and approve a final plat proposing 66 residential lots on 25 acres located on the north side of East 76th Street North, one mile east of North 129th East Avenue.
12.   Final Plat, Champion West – A request to review and approve a final plat proposing 48 residential lots on 14 acres located on the north side of East 76th Street North, ¾ mile east of North 129th East Avenue.
13.   Site Plan, Bailey Elementary – A request to review and approve a site plan proposing a 5,484 square feet addition to the Bailey Elementary School, located on the north side of East 96th Street North, ¼ mile east of North Mingo Road.
14.   Site Plan, Owasso 7th Grade Center – A request to review and approve a site plan proposing a 12,917 square feet addition to the Owasso 7th Grade Center, located north of the northwest corner of the intersection of Main Street and East 86th Street North.
15.   Site Plan, Ator Heights Elementary – A request to review and approve a site plan proposing a 23,700 square feet addition to the Ator Heights Elementary School, located north of the northwest corner of the intersection of Main Street and East 86th Street North.
16.   Site Plan, Tate Boys Tire & Service Company – A request to review and approve a site plan proposing a 9,376 square feet retail facility on 0.82 acres located on the north side of East 96th Street North, immediately west of Fuddruckers.
17.   Site Plan, Hampton Inn & Suites – A request to review and approve a site plan proposing a 60,000 square feet hotel facility on 2.45 acres located on Lot 2, Block 2, Smith Farm Marketplace.
18.   Site Plan, Marriot Town Place Hotel – A request to review and approve a site plan proposing a 65,000 square feet hotel facility on 1.91 acres located on Lot 1, Block 1, Tyann Plaza VI.

Its nice to see Owasso growing so well. I dont quite know how to express it exactly but  Owasso seems to to be just far enough from Tulsa that it can keep a more definite unique identity.  BA, Jenks, Bixby seem to be more extensions of Tulsa or bedroom communities not a unique suburb, though I am sure they would argue otherwise lol.  Owasso to Tulsa is more like Plano is to Dallas, the other suburbs are more like Addison is to Dallas if that makes sense lol.

You will be happy to know Owasso is starting to look at redoing the downtown area.  All you you that have been whining about that can now volunteer to help out!  If you don't volunteer don't complain about it later!


MAINSTREET STREETSCAPING PROGRAM – Vision 2025 Downtown/Neighborhood Rehabilitation Program allocated $1.1 million dollars to promote community beautification and economic vitality in the Owasso Downtown area.  The proposal – which is in accordance with the Owasso Downtown Development Plan (2001) – calls for the burial of overhead utilities, construction of streetscaping, and installation of ornamental lighting and signs along Main Street between E. 76 Street North and 3rd Street North.  Public Service Company (AEP), Southwestern Bell (SBC) and Cox Cable have engineered the relocation of utilities to accommodate underground installation for an estimated cost of the City of $400,000.  Utility relocation coordination is currently ongoing and is estimated that the work will be advertised for bids in Fall 2006 with a project duration of 180 days.  All utility relocation work is anticipated to be completed by early 2007. To make the most of the remaining funding (approximately $700,000), on June 25, 2006, Council commissioned the preparation of a conceptual beautification plan outlining the design concepts and applicable theme for the area.  If Councilors know of citizens interested in participating in the design they are encouraged to contact Ms. Ana Stagg, Public Works Director, at 272-4959 to join the City Beautification Committee – a group made of citizens, staff members and consultants assisting in the casting of the vision for the Downtown area.

They should catch the wave of all the new construction that is going on to the North of town and have some zoning there.  Why wait untill AFTER its all built before you decide you need to do some "beautification" trees, lighting, landscaping, building and parking lot design, etc.

 Did I at one time hear that it was possible they were going to be building some high-rise apartments or condos in the area? It would be smart for them to try and make the area more dense and not so spread out.

 Speaking of Tulsa has anyone seen any plans for the new development off 71st and Hwy 75?  I am soooo hoping it isnt just a strip mall type thing and has a coherant look and good landscaping.  Would be nice if it were like the trend in most cities for "lifestyle centers" or "main street" design.  They said the development by the Bass Pro in BA was supposed to be of this type.  I am not seeing it lol.

Developments are dictated by financing. Financing relies on credit. Would you believe the deals to attract Target are for zero rent. They get the space for free to help attract co- tenants. Loss leaders (not to be confused with Mayors, Presidents and other naked politicians). In order to maximize land use in the quickest time, we know the usual candidates who will pay rent. Hence, the common pattern of fast food nation and big box warehouses.

Have you been near the Bass Pro development in BA recently?  It is turning into the "Lifestyle Center".  In fact, and Arkansas development group recently bought 39 acres near BPS and has plans to buy an additional 66 to create a "Lifestyle Center".  Los Cabos just opened and there are a few other restaurants that are opening soon.  More retail is being built as well.  I am sure in the next year, you will find the Stonewood development to be a "Lifestyle Center".
