Broken Arrow may get Super Target

Broken Arrow could be getting a Super Target and a new movie theater in the Park at Adams Creek north of the Broken Arrow Expressway, and approximately a half mile west of County Line Road.

"The proposal is it would have access from Lynn Lane, County Line Road and Kenosha Street, said Farhad Daroga, city planner.

An attorney for the land's developer, Roy Johnson, divulged
the news during a recent planning commission meeting.

Johnson said the project has "outstanding visibility" from the Broken Arrow Expressway.

Approval for zoning changes and street construction are needed for the project to proceed.

The commission voted to approve the measure, per city staff recommendations. The issue will go before the city council at its Feb. 5 meeting.

Grant Stewart, a broker for Tulsa-based KMO?Development, echoed Johnson's announcement.

"I can confirm that we are under contract to a preferred developer working to put a Target in that development.," he said. "They have represented that more than likely it will be a Super Target."

The development has a completed first phase that includes Lowe's, IHOP?restaurant, Buffalo Wild Wings and a currently-under-construction Tulsa Teachers Credit Union site.

"We are also working with a national movie theater to go into the phase one area as well as two other national/regional casual dining restaurants," Stewart said. "I can't at this time say which specific restaurants those will be."

Assuming the project meets the city's zoning and platting requirements, "the plan is to start moving dirt by fall of 2007," said Stewart.

The land in question is owned by Kaiser Francis Oil Co. and Halifax is the developer, he said.

Some citizens present at the meeting had concerns about traffic in their area.

Ricky Jones, commission member, invited them to take their concerns to the city council as that body has the final word on whether or not the project will come to fruition.

Uh, but isn't the existing SuperTarget on the city limits of Broken Arrow, can they really support two of those behemoths?

It sits on the Tulsa side of Garnett, but that doesnt mean it isn't already servicing shoppers from the Broken Arrow market.  At that location, could be half the shoppers come from BA.

True, but the proposed new SuperTarget is between Lynn Lane and County Line Rd., which is as far away from 169 as Harvard Ave.  As the eastward residential expansion of Broken Arrow continues, the retail will likely follow.  The 71st & 169 location serves South Tulsa well with its easy highway access, but is not a central location for most BA residents.

Yeah, I remember a thread about what people consider "midtown" or what THEIR view of "midtown" was.  For some BA/Bixby/Coweta types the current Super Target is practically in North Tulsa!  

So is BA just going to grow all the way to the Verdigris river or what?

<b>Target pays $2.58 Million for land in Broken Arrow</b>

Target Corp. of Minneapolis has paid $2.58 million for land in a new Broken Arrow retail development, records show.  Although officials were not available Wednesday to discuss the transaction, the deal with Auburndale-Halifax Broken Arrow LLC caps months of rumors that Target intended to build a store in Oklahoma's third-largest city.  Tulsa County Courthouse records show Target acquired a lot in The Shops at Broken Arrow subdivision from Auburndale-Halifax, an affiliate of Halifax Development LLC of Denver.  Tulsa real estate executives said Halifax would handle leasing for the shopping center, to go in east of the Bass Pro Shops near 71st Street and the Broken Arrow Expressway. That subdivision is so new it does not show up on the county computer records.

Court Newkirk, new business development director with the Broken Arrow Chamber of Commerce, said he didn't hear about the deal until contacted for comment: "I knew it was coming, and I knew where they were going to put it, but I didn't know when," he said.

While a building permit has not been filed with the project, Broken Arrow city officials said Target intended to start construction early next year for completion before the 2008 Christmas season. Target officials said it was too early to comment on the development. But several Tulsa real estate analysts confirmed the Halifax plans to build the estimated 40-acre Shops at Broken Arrow shopping center. Steve Walman of Walman Commercial Real Estate Services said Halifax developer Hans Kuhlmann already had several junior anchors in tow.

"They've got quite a number of spaces pre-leased," said Richard Monaghan, a retail specialist with CB Richard Ellis of Oklahoma. "Obviously Target is an anchor and I think they have a linens store and an electronics store."

This would mark the second of three Target stores expected to join the metro retail base over the next year. One is scheduled for completion in March at the 750,000-square-foot Tulsa Hills shopping center being developed at S. 71st Street and State Highway 75. One also has been rumored for Bixby, although Tulsa metro area real estate executives expect Target to choose instead a location at 101st and Memorial in south Tulsa.  The Tulsa Hills and Broken Arrow stores would feature the Minneapolis company's 126,000-square-foot general merchandise store format. But the 101st and Memorial location may feature a Super Target format, which includes another 50,000 square feet of grocery space.

The 1,591-store company now operates 10 stores in Oklahoma, three of those in the Tulsa area. Only one is a Super Target. Target's expansion follows that of retail giant and competitor Wal-Mart, which also is said to have three stores plotted for the Tulsa suburbs.

Whatever kind of store the new Target is, the Broken Arrow community would welcome the added retail base, Newkirk said. "Our sales tax here has kind of been in a stagnant period," he said. "There's even been some months with drops this year. So to get another retailer with significant sales is going to be a significant boost to our sales tax."

There will also be a Marshall's and PetSmart. 

Olive Garden is under-construction and will be opening in May 2009.

Still.. consider the fact there are 3 in Tulsa and (will be) 3 in BA. Seems odd.
