You nitwit.  These aren't "surplus" funds; they're funds that would otherwise be plowed into trying to maintain current city facilities (e.g. new roofs, HVACs, elevators, etc.).  A.k.a. "good money after bad."  If the ordinance isn't changed, these funds would have to be spent on the current city facilities (even though those facilities will be vacated).

The money is being redirected to the new facility (which needs, for example, City Council chambers and other modifications).  These funds were considered part of the deal from the very beginning -- and part of the reason the deal makes financial sense.
